Urban environment, services, and public life

The student learns to talk about the city, infrastructure, safety, and public issues.

Lesson goal

After the lesson, the student will be able to understand and use vocabulary about the urban environment, public services, and life in the community, as well as build typical statements about rules, safety, municipal services, and urban changes using passive constructions with -s and with bli.

Usage context

This topic is used when talking about life in the city, neighborhood, and municipality: when discussing libraries, transport, new housing, rules for residents, neighborhood safety, public services, and social problems. Typical situations: reading the news, talking with neighbors, communicating with municipal employees, discussing living conditions in the area, describing what is being built, offered, prohibited, or considered normal in society.

Grammar

In a public context, the passive is often needed when the action, rule, or process itself is more important than the person who performs it. In Norwegian, two models are especially common here: the -s form and the construction with bli.

  • Passive in -s: usually formed from the verb in the present tense, for example tilbys, regnes, brukes. This form is typical for short messages, rules, news, and neutral descriptions.

  • Passive with bli: bli + participle, for example blir diskutert, ble bygget. This model is useful when you need to show tense or the process itself.

  • Difference in nuance: the -s form sounds compact and official; the construction with bli is often slightly more conversational and shows change or an event more clearly.

  • Agent of the action: the performer can be added with av, for example tilbys av kommunen, but it is often omitted if it is obvious or unimportant.

  • Impersonal urban messages: the model Det + passive is very common, for example Det bygges nye boliger, Det innføres nye regler.

  • Modal verbs: in official wording, + passive is often used, for example Reglene må følges.

  9. Dette området blir ofte valgt av barnefamilier. — This area is often chosen by families with children. The passive with blir sounds natural when talking about repeated choice.
